Do I need to prepay postage for using a postage meter?

Yes. The post office will store the prepaid postage into the postage meter. The first prepayment should be no less than the value of 5,000 domestic ordinary letters.

Do I need to file a report for postage meter use?

Yes. A postage meter user is required to go to the designated post office with all the postage-meter-stamped mail and a “Public Postage meter Usage Record” sheet on the same day and has them processed. The designated office will check the number on the postage meter to verify.

Do I need to change the date on the postage meter every day?

Yes. A postage meter user has to change the date on the meter each day and make a trial stamp on the upper left side of the “Public Postage meter Usage Record” sheet to check the date before using. If the postmark date doesn't match the real sending date, there will be a 0.5% surcharge for each mail to be sent.

How should my company apply for using a postage meter? Does the post office sell postage meters?

1. It is mandatory to file an “Application for mailing by postage meter” form with the post office, which will issue a “postage using certificate.” The applicant then takes this certificate to buy or rent a postage meter from a post-office-certified postage meter distributor.
2. The post office itself doesn't sell postage meters. Instead, only a post-office-certified postage meter distributor can sell/rent postage meters. All distributors need post office approval to sell/rent postage meters.
