About Postal HCE VISA Card
Card Overview:
HCE VISA Card is equipped Token technology, which stores the card data and key in a secured cloud system. Cardholders can make contactless in-store purchases after adding their cards on Taiwan Pay without replacing SIM cards.
Taiwan Pay
Cardholders can download and register Taiwan Pay to add their cards to use HCE VISA Card service. HCE VISA Card is a virtual Visa Debit Card with a set of virtual code, the same expiration date as the physical card. Once the physical card becomes lost, terminated, or expired, HCE VISA Card will also be registered as lost or invalid.
Card Features:
Cardholders can tap to pay and scan to pay through HCE VISA Card at worldwide physical or online stores with the VISA logo or QR Code. However, HCE VISA Card is accepted where Postal Visa Debit Card is accepted. Some stores, such as PX Mart, Family Mart, 7-11, etc., accept certain cards due to their contracts with banks. Currently, HCE VISA Card is not yet cooperating with such stores. Scan to Pay is also enabled for certain credit card bills and utility bills.

Transactions made by physical VISA Debit Card and HCE VISA Card share the same limit.
  • Cardholders can adjust purchase limits via WebATM, customer service hotline or over-the-counter request.
  • No-Monthly Purchase limits adjustment is required to apply in branch.
    ※Overseas contactless purchase transactions shall be settled in equivalent foreign currencies. Overseas purchase transactions shall be settled in NT dollars. If overseas transactions, refunds and foreign merchants included, are made in foreign currencies, the transaction amount will be processed and converted into NT dollars based on the exchange rate provided by VISA, the international credit card organization, on the date of exchange settlement. The international transaction fee is 1.5%, including 1% collected by VISA and 0.5% by our handling fees, refund transactions excluded.
Card Lost:
If your HCE VISA Card is lost, stolen, diminished, robbed, defrauded or loss of misappropriation by other applicants or if any concern about fraud exists, it is necessary to report card lost and block it immediately. Any payment resulting from fraudulent use before lost card report shall be deemed to have been made by the cardholder. Once a lost card is reported, it comes into effect immediately. HCE VISA Card lost report has no effect on the use of physical VISA Debit Card.

Transaction Record Notifications:
As soon as contactless payments have been made via HCE VISA Card, transaction records will be provided through push notifications for confirmation.
Transaction Statements
Your statements will be delivered or emailed at the beginning of the month if you have made purchases via HCE VISA Card and physical VISA Debit Card. Please update your contact information (e.g., mailing address or cell phone number) by logging into WebATM or visiting the nearest post office with your national ID card, passbook, and authorized seal. For branch-limited account holders, please visit your home branch.
Terms and Conditions:
Cardholders shall comply with the Postal HCE VISA Card Service Special Agreement and the Postal VISA Debit Card Terms and Conditions and all applicable regulations.
How to Apply
Eligibility:
The applicant shall be a R.O.C. national or a foreign national over the age of 16 (including a resident of mainland China) required to have a passbook savings individual account, integrated savings account included, equipped with an activated (instead of a lost, cancelled, or expired) Postal VISA Debit Card.
Application Procedure:
No further over-the-counter application is required, and no need to change the NFC SIM card at the telecommunication service provider. Just download Taiwan Pay from Google Play or App Store and register. Then add and download your Postal VISA Debit Card to your mobile device, and it will be ready to use. Cautions
Please contact our customer service center at 0800-700-365 (from mobiles, please call 04-2354-2030 and call charges are applied) when the following happen:
Your HCE VISA Card is blocked due to 5 failed verification attempts within 30 calendar days from the date when the Download Verification Code is received.
You wish to report card lost or terminate/suspend your card.
Please download your card to the application within 30 calendar days after receiving the Download Verification Code. In case of failure to download within the time limit, HCE VISA Card will automatically be cancelled. Afterwards, re-download is required.
In case the mobile or mobile device is lost or stolen, it is necessary to report card lost immediately.
Always be cautious while making payments to avoid mistaken transactions and contactless payment fraud.
