The stamps uses the Chungshan Building on Yangmingshan as the central design. On November 12, 1966, President Chiang Kai-shek dedicated the newly completed Chinese Cultural Hall of the Chungshan Building at the 101th anniversary of the birth of Dr. Sun Yat-sen . Since September 1969, a new kind of whiter paper with fewer fibers was used for the printing of these stamps. 　　To serve the public, a booklet consisting of the following stamps with a total value of NT$50 was prepared：0.50, 12;　　1.00, 24;　　and 2.50, 8.Attached with a postage rate list, 100,000 copies of the booklet were made and put on sale on December 10, 1969.
