The political revolution, started at Wuchang on October 10, 1911, and unanimously supported by the whole nation, culminated in the downfall of the Ching Dynasty and the founding of the Republic of China. As the old stamps issued by Ching Dynasty could no longer be used, the Dragon, Jumping Carp and Flying Goose stamps (London Print) of 15 denominations (1/2¢,1¢, 2¢,3¢, 4¢, 5¢, 7¢, 10¢, 16¢, 20¢, 30¢, 50¢, $1, $2, and $5)were overprinted horizontally with four Chinese characters〝臨時中立〞( Provisional Neutrality, meaning neutrality between the Manchu government and Revolutionary Forces) by the Customs Statistical Department, Shanghai in red or black in No. 5 Sung characters. They were intended for sale during the transitional period only. During this time only 3¢, $1, $2 and $5 stamps were sold in Foochow. All others were not issued.
