This Directorate nominated 1995 The Year of Children's Stamp Collecting to promote philately in general and to heighten children's interest in attending stamp collecting activities. A children's stamp design contest was held in September 1995 to encourage children to develop healthy leisure time activities and to create graphic arts. As many as 15,946 children from across the nation entered the contest They were divided into five groups according to age: Kids in kindergarten, 1st and 2nd grade, 3rd and 4th grade, 5th and 6th grade, 7th to 9th grade.
A total of 20 winners were selected by invited artists and experts in children's graphic arts. The names of the winning young stamp artists are listed below in the order of their groups: Ke Yi-ching, Yu Chieh-fan, Chung Hsiao-jin, Chen Chia-tsung, Li Yu-che, Chuang Chen-hung, Chou Shau-ju, Chiu Hsing-yi, Yu Chieh-yu, Chuo You-dz, Huang Hsing-yi, Huang Kuei-ling, Yuan Shu-ying, Lin Chia-feng,Yu-chen, Wu Yi-ting and Li Wei-yu.
The works of these 20 children were the stamp design for a sheetlet of 20 stamps, each with a denomination of NT$5.00.
