In order to mark the 20th Anniversary of the Declaration of Human Rights, the United Nations General Assembly designated 1968 as International Year for Human Rights, calling on its member states and special agencies to take appropriate measures to prepare for the celebration and to increase efforts in the field of human rights during the year. A set of stamps was issued in honor of the occasion. The two denominations have a similar design, showing the common motif of the International Year for Human Rights.
