In order to make available more transportation facilities around Taiwan, a contract was concluded in 1957 with the Taiwan Ingalls Shipbuilding Corporation for the construction of a lot of postal launches. The first two launches, completed in 1959 and christened as 〝Yu Sheng〞and 〝Yu Kai〞, were put in service, carrying mail and passengers regularly between islets along the eastern coast of Taiwan and between the islands of the Pescadores in the Taiwan Straits.
In order to publicize new services introdued so as to enable the public to make more uses, the Postal Launch Service stamp was issued. The central design depicts a postal launch ploughing through the sea.
