The stamps surcharged to meet urgent needs at the end of the year are air mail stamps of the $5.00 denomination of the Taipei Print, issued on September 1, 1954. The original face value of $5.00 in the upper left corner was deleted with a floral decoration and a new denomination $3.50 overprinted in the lower right corner.
