Mr. Tai Ch'uan-hsien (1890-1949) was a native of Wu-hsing, Chekiang Province. Early in life, he participated in the T'ung Meng Hui(antecedant of the Kuomintang) and ran a newspaper to advocate the national revolution. Recognized and trusted by Dr. Sun Yet-sen, founding father of the Republic, Mr. Tai devoted his life to following Dr. Sun's 〝The Three Principles of the People〞. As a result, he madesignificant contributions to both the 〝Five Branches of Power Constitution〞and the constitutional democracy in the early days of the Republic. Mr. Tai was president of the Examination Yuan of the Chinese Government for twenty years, and it was at least partly due to his careful plans that the modern Chinese Civil Service System was firmly founded and established.
