The 15th anniversary of Universal Declaration of Human Rights was on December 10, 1963. In order to celebrate this memorial occasion, a set of commemorative postage stamps was issued on that date. The 0.80 stamp uses the UN emblem and a torch of liberty raised by two persons of different colors as its central subject, indicative of the ideology of the Human Rights Declaration. The 3.20 stamp shows a pair of scales against a background of peoples of different colors standing hand in hand, symbolic of the equality and solidarity of peoples of the world.
