The 4-H club is an educational organization for rural youth. Its purpose is to train rural youth to develop greater self-reliance, to help increase a griculture production, to raise the standard of living, and to train young people to serve their country by using scientific methods and democratic practices. Each member seeks to develop a sound head, heart, hands and health through practical work. Briefly, the 4-H club is an educational movement designed to cultivate good citizenship. The promotion of the 4-H club movement in China began in 1952. As its 10th anniversary was in 1962, a set of commemorative postage stamps was issued to commemorate the occasion.
On the same day, the souvenir sheet (135 × 100 mm.) consisting of 0.80 and 3.20 stamps was issued.
