Description
After V-J Day, the Bogus Regime in Manchuria collapsed in August 1945, and the lost territory was fully recovered. In view of the special circumstances obtaining, the Central Government authorized the nine Northeastern Provinces to continue the use of the Northeastern bank notes(東北流通券) at the exchange rate of $1 Northeastern note equal to $13.00 nationl currency. However, this required the immediate issue of a set of stamps exclusively for use in the the Northeastern Provinces.
Before the issue of the required stamps, Dr. Sun Yat-sen stamps copied from the design of Hongkong Chung Hwa Print by the Peiping Hsin Min Printing Press by order of Bogus North China Political Council (偽華北政務委員會) were overprinted for temporary use.
The overprint was made by the Peiping Branch of C.E.P.W., in Sung characters in black. The characters expressing the surcharged value are No. 5 characters overprinted in two vertical lines on the sides of the stamps, while those limiting the circulation zone 〝限東北貼用〞(restricted for use in Northeastern Provinces) arranged in a horizontal line across the bottom are in No. 6 characters.
