The overprint was arranged by the Postal Supply Department at Shanghai with a lacal printing press and was made in black ink. The characters 〝限新省貼用〞(restricted for use in Sinkiang) of the Regular-Writing style were overprinted in a horizontal line between the national emblem and Dr. Sun's portrait.
