Description
To meet operating needs, the Directorate plans to issue a "second print" of the two-stamp "Dragons Circling Two Carps" set. The Chinese numerals on the top of the stamps and the Chinese characters for "Postage Stamp of the Republic of China" on the bottom of the stamps have been changed to read from left to right, and the Arabic numerals will be placed on the bottom right corners.
