The Martyrs stamps previously had been printed by the Peiping Printing Bureau of the Ministry of Finance; but with the fall of Peiping to the Japanese after the Double 7th Incident, no further printing in Peiping was possible.A contract was consequently made with the Commercial Press, Hongkong for theprinting of new stamps with the original plates of the Martyrs designs. The whole set of Peiping print consists of twelve denominations; but owing to business requirements seven additional denominations(2￠, 4￠, 5￠, 15￠, 21￠, 25￠, and 28￠) were ordered from the Commercial Press, bringing the total to nineteen denominations. Descriptions of these follow：

The Commercial Press, Hongkong also printed the stamps in intaglio with almost the same designs and color as the Peiping Print.The difference is that with the exception of part of the 1￠stamps (printed in an earlier period of printing) and the 21￠ stamps, the third stroke of the character 〝政〞 in the Chinese inscription is connected with the first stroke of the other part〝－〞 in that character (P-41).This is not the case of the Peiping Print (P-40).
The perforation of the Peiping Print is invariably 14 and that of the Hongkong Print is generally 12 1/2. Perforatian 14 is rarely seen in the latter print.
The design, color, perforation, and plates of the stamps printed on watermarked paper bearing the Seal character〝郵〞are the same as those printed on unwatermarked paper.
