Description
After the establishment of the Republic, the surcharged wording 〝臨時中立〞(Provisional Neutrality) printed on the stamps was no longer suitable for use, so an additional overprint 〝中華民國〞(Republic of China) was made vertically by the Customs Statistical Department, Shanghai on all the surcharged stamps forming a cross with the original characters. They were distributed for sale at the Hankow, Nanking, and Changsha Post Offices.
As in the case of Provisional Neutrality overprinted stamps, the stamps thus doubly overprinted are of 15 denominations. Only eight were sold by the Hankow Post Office, six (1￠, 3￠, 16￠, $1, $2, and $5) by the Nanking Post Office, and one (1￠) by the Changsha Post Office.
Very soon the stamps were suspended from sale. None of the stamps of other denominations were sold.
