To meet service needs, a portion of the Kinmen Chu Kwang Tower Stamps of 2nd Print were converted into postage-due stamps by the China Engraving & Printing Works. The original stamp value, both in Arabic figures and Chinese characters, was deleted with floral decorations. The overprint〝欠資〞(postage-due) are printed horizontally in the center of the stamp, under which two Chinese characters denoting denominations are placed in a vertical line. Arabic figures showing the denomination are in the upper right corner. The 0.10 denomination was issued on March 29, 1964, while the 0.20 and 4.50 denominations were issued on December 15, 1965.
