To meet Government’s measures of rescue, resettlement and reconstruction, the Directorate General of Posts is issuing a souvenir sheet with the title of "921 Earthquake Relief Surtax Stamps." The souvenir sheet consists of 2 stamps with the designs featuring "Whenever one faces difficulties, assistance will come from all directions." and "We reconstruct our homes together." respectively. Mr. Lee Kuang-chi, a staff designer of this Directorate, painted the stamp designs. With NT$25.00 as the face value and another NT$25.00 as the surtax for each stamp, this souvenir sheet will be sold at NT$100.00 apiece. The quantity to be issued will be 1,000,000 sheets, which will be accumulated to a total amount of NT$100,000,000.00 as a relief fund to be arranged by the Government. The souvenir sheet is scheduled to be released on November 1, 1999. It has been 45 years since the issuance of "North Vietnam Overseas Chinese Relief Surtax Stamps", the first set of charity stamps ever released in Taiwan by the Directorate, on October 1, 1954. Now the Directorate will issue the second set of its kind after such a long time, we expect that this souvenir sheet will bring attention and enthusiastic response to the community. The philatelic items of FDC, folders and loose-leaf stamp album pages with plastic cover will not be issued jointly with this souvenir sheet.
