  In 1919 there was a big flood in the Yellow River valley and thousands of people were rendered homeless. For the sake of relief and publicity, the Postal Administration had the 2¢ , 4¢ , and 6¢ denominations of the Junk stamps of the First Peking Print overprinted as charity stamps. One cent from each stamp was set aside to be used as relief surtax. The stamps were overprinted by the Printing Bureau of the Ministry of Finance, Peking and the surtax collected by the Postal Administration was given to the Government as Relief Fund.
