      As a result of both the natural changes in world ecology and manmade damage, "Water", problems have come to be the shadow over the world in recent years. Hoping to instill the concept of protecting water resources in Taiwan's population, this Directorate issued a set of two Water Resource Protection Postage stamps on March 22, 1997. These stamps, in denominations of NT$5.00 and 19.00, were designed by Rolland Chang and produced by the China Color Printing Co., Inc., R.O.C.    Though situated in a subtropical area and surrounded by seas, Taiwan lacks natural water resources because the water brought by rains will quickly flow through its many short rivers and streams into the sea. The island's steep terrain also makes it difficult for Taiwan to store water. To make sure that the country's economy can continue to grow and that water is available at all times, Taiwan residents are strongly urged to use water frugally and to grow trees intensively for soil protection. These are effective means of solving the water problem.
