This Directorate issued a set of two stamps featuring "Attending School" and "Seeking Employment",two of the most tangible aspects in the many measures designed to benefit the handicapped; in an effort to coincide with government's policies to promote the welfare of the handicapped and urge the public to respect and care for the handicapped.　　Every one has the right to love and to be loved, to care for and to be cared for The handicapped need love and are, too, full of love, they love life and are also in pursuit of the dignity of life. Over the past years, the government has been active toward strengthening the welfare of the handicapped by joining force with the general public in realizing the need to maintain the legal rights of the handicapped and to care for the life of the handicapped. Systems such as special education, vocational training, secured employment, and Medicare have been set up in the hope that those not seriously handicapped can live independently, while those more seriously handicapped can be well taken care of. A Handicapped Welfare Law was also passed to protect the handicapped. 　　It is hoped that society can treat the handicapped and their groups with more care and support, truly reflecting the fine qualities that a democratic nation is supposed to have.
