  The International Letter Writing week for 1959 was observed in this country from the 4th to 10th October 1959. This program, initiated in U.S.A. more than 20 years ago, was formally adopted by the 14th Congress of the Universal Postal Union in Ottawa in 1957, and has been carried out by most member countries of the Union. Its main objective is to develop person-to-person relationships and to foster mutual understanding through the exchange of letters by the peoples of the world, thus creating a more harmonious and peaceful world. In observance of this world-wide movement, a set of postage stamps, was issued, with a flock of pigeons flying around the globe as the central design symbolic of the growing exchange of correspondence all over the world.
