  On October 1, 1945, the domestic postal tariff was revised to charge domestic ordinary letters $20 per unit of weight per article, the registration fee $50 per article, and the registration express fee $70 per article. The domestic air mail postage, however, still remained at the rate of $3 per unit of weight, while the international air mail postage was $100 per unit of weight. These changes occasioned a greater demand for air mail stamps of such denominations as $23, $53, $73, $100, and $200. The air mail stamps of the third Peiping Print and Hongkong Print in eleven denominations, which were then in stock, were consequently surcharged into higher values by the Central ngraving & Printing Works, Chungking in No. 5 Regular-Writing characters overprinted in a straight line across the top with Arabic figures in a panel in the lower left by means of typography process in black.
