A resolution that every year's November 1 be Merchant's Day was unanimously passed by nationwide overseas representatives from the Chamber of Commerce at a meeting called by the National Federation of Associations of Commerce of the R O.C., now known as the General Chamber of Commerce the R.O.C, on November 1, 1946, at the capital city of Nanking. The resolution was subsequently approved by government authorities. 1996 marked the 50th anniversary of the Day .To celebrate the Day, this Directorate issued a set of two stamps on November 1, 1996, using Modernized Business Activity as the theme.

Business activities, from the early "exchange goods for goods" , to "market at noon" , to the completion of a transaction by the use of currency, have changed human life, enriched human needs, and brought civilization to human societies. The development of commerce can further enable a nation to walk toward the road of prosperity and promise. After moving to Taiwan, the Central government accomplished the widely-acclaimed Miracle of Taiwan" by carrying out economic establishment at home on the one hand and expanding international trade markets on the other. Taiwan's economic and trading power are highly recognized and valued as a result. All these are the results of the concerned efforts and hard work by the industrial and commercial sectors.
