  To promote the Scout movement and to reinforce training in group life, Chinese Boy Scouts 5th Jamboree was held from 5th to 12th October, 1978 at Cheng Ching Lake, Kaohsiung. In addition to our scouts, those of friendly countries are to be invited to take part in the Jamboree. Plans are being made to make it a grand occasion of great significance, with almost 20,000 participants. In honor of this occasion, a set of two stamps was released. The stamps feature the badge of the Jamboree, camping tents and fire symbolizing the scout outdoor activities. The scout sign standing for the motto of the Chinese Boy Scouts-wisdom, kindness, and courage, with an Arabic figure 〝5〞 in the background.
