The Food and Agriculture Organization of the United Nations passed a resolution at its tenth session to launch an international Freedom from Hunger Campaign. This campaign aimed chiefly at seeking a suitable solution of the grave problem of shortage of food which confronts the majority of the world's population and the threat of hunger now facing vast numbers of people by enlisting the cooperation of all levels of society. In launching this worldwide campaign, FAO, with the assistance of Universal Postal Union, invited all state members to issue postage stamps simultaneously on March 21, 1963 (equinox) commemorating the Freedom from Hunger Campaign. The purpose was to attract public attention to the needs of hungry peoples and to raise funds to meet some of these needs.　　In response to this internationally significant humanitarian campaign, a commemorative postage stamp was issued. The subject of the design of this stamp is a rural scene in Taiwan with a farmer driving a tractor in the background and in the foreground a rural woman holding a sheaf of grain. In the upper left part of the design are-airplanes from Taiwan circling over the mainland air-dropping food supplies to the hungry mainland people. The common motif (three heads of wheat) of the commemorative stamp is shown in the upper right corner.
