The Joint Commission on Rural Reconstruction was established on October 1, 1948 in Nanking through a bilateral agreement between the Republic of China and the United States of America. Its objects are to formulate and carry out reconstruction in rural areas of China. During a short period of ten years the JCRR carried out as many as 2,742 work projects in Taiwan resulting in a remarkable increase of food production and considerable betterment of the living of villagers, of whom at least 90 per cent are the actual beneficiaries.  In commemoration of the quality work done by the JCRR in the past years, a set of commemorative stamps was issued to celebrate its tenth anniversary on October 1, 1958.
