The second session of the first National Assembly was held on February 19, 1954, in accordance with the Constitution, to elect the President and Vice President. President Chiang Kai-shek was re-elected President for a second term and the former Premier Chen Cheng was elected Vice President. The inauguration of the President took place on May 20, 1954. A year later this set of stamps was issued to commemorate the first anniversary of the inauguration of President Chiang's second term. The same stamps were partly printed in four-color souvenir sheets (147 × 104 mm.) and were issued on the same date. The red frame in souvenir sheets was printed in typography.
