In order to consolidate the relations between overseas Chinese and the mother country, the Overseas Chinese Affairs Commission called a global conference in Taipei on October 21, 1952 to meet representatives of overseas Chinese. The conference submitted a suggestion to the Government to designate October 21 as Overseas Chinese Day, which was duly approved. Subsequently through the recommendations of the Mother Country Visiting Corps organized by the overseas Chinese in Hongkong, a set of commemorative stamps was issued on the 2nd Overseas Chinese Day with the insignia of the Conference as the central design.
