With the purpose of promoting the Anti-Tuberculosis Movement and the public health of the country, in 1952 the Ministry of Interior ordered the National Institute of Health and various health organs in Taiwan to carry out the tuberculin test and the ECG inoculation on a large scale. On August 1 of the same year the Anti-Tuberculosis Association was organized in Taiwan. To help in the anti-tuberculosis campaign, the Postal Administration issued a set of stamps with a design proposed by the Anti-Tuberculosis Association showing a doctor and a nurse using an X-ray machine, giving a tuberculin test and a BCG inoculation. In the upper left corner is the anti-tuberculosis insignia.
