In June 1951 the Executive Yuan promulgated as part of its land reform program a set of regulations which stipulated that the annual rent of the farm land should not exceed 37.5% of the principal farm crop, and that the lease for each farm should not be less than six years. This reform had the desired effect of lightening the burden of the farmers and increasing farm production. The design of these commemorative stamps was also the result of a competition according to the specifications set by the Postal Administration. In a panel across the top are the characters〝臺灣省三七五減租紀念〞(to commemorate the Reduction of Land Rent to 37.5% in Taiwan Province).
