  In accordance with the Will of Dr. Sun Yat-sen, the National Government prepared for the convocation of the National Assembly in March 1935, for drafting the constitution, but as the election of delegates in various provinces was not completed by that time, the date was postponed to November 1937. Owing to the Sino-Japanese War, again an election could not be held. After V-J Day, the Assembly was cheduled to open on November 12, 1946, but it actually opened on the 15th at the National Assembly Hall, Nanking. More than 1,300 delegates were present for the discussion of the constitution, which was completed and adopted on December 25.   The design of the commemorative stamps is the National Assembly Hall. Each side was decorated by seven national flowers.  The stamps were intended for sale on November 12, the opening date of the Assembly. When the date of Assembly was postponed. all Postal Districts were telegraphically instructed to change the date of sale accordingly. But some remote offices, which failed to receive the telegram in time, commenced the sale from the date as originally scheduled.
