Having suffered reverses in various theaters of the war, the Japanese militarists asked for surrender on the 10th August, 1945, through the good offices of the Swedish Government. Upon acceptance by the Allies, the Emperor of Japan ordered on August 15 all Japanese forces to surrender unconditionally. On August 21, the Japanese Military Delegation arrived at Chikiang (芷江), Hunan to receive the terms of surrender from the Chinese government. General Ho Ying-chin (何應欽) flew to Nanking on September 8 to act as head of the Chinese delegation. In a ceremony held at 9 a.m. on the following day, the Japanese signed surrender instrument for the war area in China. The 8-year War of Resistance thus ended in our victory amidst rejoicing of the whole country. A set of commemorative stamps was immediately issued in a design bearing the portrait of Generalissimo chiang and the national flag. In a small panel at the bottom is the date "中華民國三十四年" (34th year of the Republic of China) both printed in white Chinese characters, while another inscription"慶祝勝利" (to commemorate Victory) in dark Chinese characters appear in a vertical line on the left side.
