On June 18, 1927, General Chang Tso-lin (張作霖) declared himself as the Commander-in-Chief of the Army and Navy and ordered the printing of stamps to commemorate the occasion. These stamps were issued on March 1 in the following year. His portrait is the central design with rice stalks on both sides and two flags intersecting at the top. One of these is the navy flag and the other the then national flag.　　These stamps were used in Chihli (Hopeh), Shantung, Fengtien (Liaoning), Kirin, Heilungkiang, and Sinkiang provinces only. In June 1928, when the Nationalist Revolutionary Army rushed to Peking, Chang was killed in retreat by a mine laid by the Japanese at Hwangkutun (皇姑屯) railway station, so the sale of the commemorative stamps was consequently suspended.
