      When a shortage of the small-value basic stamps developed in the Fukien Postal District, five denominations of Dr. Sun Yat`sen definitive stamps then kept in stock were authorized to be surcharged as basic stamps by the Directorate General of Posts. The surcharge was done by the Chih Hsing Printing Press, Foochow (福州知行印刷局) with the characters〝郵資×分(角)〞(postage × cents) in No. 4 Regular-Writing style and the characters〝福州〞(Foochow) in No. 5 Regular-Writing style overprinted on both sides of the portrait, and Arabic figures at the bottom in black or red. The surcharge was partily done by hand chop.
