As a precautionary step against the possible sending of basic stamps from other Postal Districts to Fukien for use, because of differences in the currency value ruling in various places, the Fukien District Head Post Office was authorized to have five denominations of Dr. Sun Yat-sen basic stamps(Hwa Nan Print) overprinted locally by the Chih Hsing Printing Press, Foochow (福州知行印刷局) with the characters〝福州〞(Foochow) in No. 5 Regular-Writing style on both sides of the portrait in black. Because of urgent requirements, the overprint was partly done by hand chop.
