After the end of the war with Japan, the Peiping Printing Bureau formerly belonging to the Ministry of Finance was taken over by the Central Engraving & Printing Works and was named as its Peiping Printing Bureau, with which a contract was signed by the Postal Administration for printing a set of stamps for use in the Northeastern Provinces. Dr. Sun's portrait is the central design, above which in a curved panel is the national emblem. The face value in Chinese characters appears in the upper two corners and in Arabic figures in the lower two corners. In a white and straight panel at the bottom is the inscription 〝限東北貼用〞(restricted for use in Northeastern Provinces), and on each side of the portrait are seven beads serving as decorations in the outer design. The stamps were printed in intaglio.　　The whole set consists of fourteen denominations valued from five cents to fifty dollars of the Northeastern currency.
