The overprint was arranged by the Postal Supply Department in Shanghai with a local printing press and was printed in black ink. The characters 〝限新省貼用〞(restricted for use in Sinkiang) of the Regular-Writing style were overprinted in a horizontal line between the national emblem and the Martyr's portrait.
