In 1910 (the 2nd year of Emperor Hsuan Tung), the Postal Service Extended its service to Tibet. In the beginning Coiling Dragon definitive stamps were used ,but owing to the differences of currency between Tibet and other places in China, demarcation was subsequently made by surcharging a lot of unwatermarked Coiling Dragon stamps for use in Tibet. The surcharge was made by the Waterlow & Sons Co., London, with the Chinese, English and Tibetan wording overprinted in three lines one above another.
