To make a breakthrough in the performance of Chinese stamps and to keep up with the world tendency to use self-adhesive stamps, this Directorate produced a set of two peony stamps in a self-adhesive format. The two stamps depict Chuang -yuan-hung and Han-kung-ch'un, drawn by Tsou I-kuei of the Ching Dynasty, and each has a denomination of 5.00. The designs for Chuang-yuan-hung and Han-kung-ch'un are selected from the: Mo-miao-chu-lin Album, a collection of Tsou I-kuei's paintings. A high-ranking government official of the Ching Dynasty, Tsou was good at painting flowers and landscapes. He was also knowledgeable about the theory of painting.
