To cope with the needs caused by changes in domestic postage rates, this Directorate issued two postage stamps which bear no face values, in their place, Chinese words meaning 〝the basic postage rate for domestic ordinary letters〞and 〝the basic postage rate for domestic prompt delivery letters〞 were printed. The date of issue was the date of the implementation of the new postage rates. The motifs of the stamps as recommended by the National Palace Museum are a pair of Cloisonne Enamel Lions made in the Ching Dynasty (1644-1911). The Cloisonne Enamel Lions are 41 cm. high 52 cm. long and 24 cm. wide, one male and one female. These two magnificent pieces are meant to be household decoration and to ward off evil spirits.
