The surcharge was made by the Chih Hsing Printing Press, Foochow (福洲知行印務局) with No. 4 Regular-Writing characters〝郵資××〞(Postage ××) overprinted on both sides of the portrait and No. 5 book printing Arabic figures at the bottom. The whole set consists of 12 denominations valued from 1￠to 40￠, of which the surcharge on the denomination of $7,000 stamps as 1 cent was done by hand-chop, piece by piece, in characters somewhat larger in size than those in other denominations.
