  Owing to business requirements the Fukien District Head Post Office was authorized to surcharge Dr. Sun Yat-sen stamps of the Shanghai Dah Tung Prints (1st, 2nd 3rd) as basic stamps for local use. The surcharge was made by the Chih Hsing Printing Press, Foochow (福洲知行印務局) with No. 4 Regular-Writing characters〝郵資××〞(Postage ××) overprinted on both sides of the portrait and No. 5 book printing Arabic figures at the bottom. The whole set consists of 12 denominations valued from 1¢to 40¢, of which the surcharge on the denomination of $7,000 stamps as 1 cent was done by hand-chop, piece by piece, in characters somewhat larger in size than those in other denominations.
