The Kwangtung District Head Office obtained a special authority to surcharge locally, by the Nanking Printing Press at Canton(廣州南京印務局), a batch of revenue stamps with specially made zinc plates· Three denominations of stamps were surcharged as domestic ordinary letter unit stamps, and three other denominations surcharged as unit stamps to represent the domestic registration fee, domestic registration express fee, and domestic air mail postage (grouped as Air 9 under Air Mail Postage Stamps)· 　　The surcharge was almost identical with that previously made on revenue stamps, but different panels were used for deleting the original wording at the top and bottom· The characters〝中華民國郵政〞(Postal Administration of the Republic of China) and 〝國內××費〞(Domestic ××fee) are inscribed horizontally in two lines· The surcharged color was black, red or deep brown·
