After V-J Day in August 1945, the heavy strain on the transportion system caused by the general demobilization made it impossible to send prompt and adequate supplies of national currency stamps from the rear to meet the urgent need in the recovered postal districts. In September, the Postal Administration directed that the stamps, which had fallen into the hands of the Wang Chinwei Puppet Regime and surcharged in the 〝Central Reserve Bank〞 currency be sold in the national currency at 1:200 of its face value. At the same time, arrangement was made with the Union Press of the Chung Hwa Book Co., Shanghai (上海中華書局永寧印刷廠) for overprinting in green such stamps in national currency in two vertical lines between the originally-overprinted wording. The new overprint was done in typography in No. 5 Square characters. Such re-surcharged stamps were put on sale on September 17, 1945.
