The Arabic figure〝7〞is thick and big and in a position forming a straight line with the characters 〝作〞and 〝分〞.　　On November 1, 1941 the domestic letter rate was raised from 8￠to 15￠per 20 gr.The stock of 15￠stamps at that time was low.Circular instructions were issued to all Postal District Head Offices to surcharge a part of 8￠stamps as7￠ in the same manner as was done to 3￠stamps on a previous occasion.Such surcharged 7￠stamps were to match the 8￠stamps for sale to the public.On December 1 of the same year the postal rate was raised to 16￠ per unit of weight and the surcharge was discontinued.
