On November 1, 1941 the domestic letter rate was raised from 8¢to 15¢per 20 gr.The stock of 15¢stamps at that time was low.Circular instructions were issued to all Postal District Head Offices to surcharge a part of 8¢stamps as7¢ in the same manner as was done to 3¢stamps on a previous occasion.Such surcharged 7¢stamps were to match the 8¢stamps for sale to the public.On December 1 of the same year the postal rate was raised to 16¢ per unit of weight and the surcharge was discontinued.
