In the early period of the Sino-Japanese War, an order for stamps bearing Dr. Sun Yat-sen's portrait in intaglio was placed with the American Bank Note Co. of New York. The portrait is in the center and the border design is neat. At the top of the stamps is the national emblem. The face value is shown in Chinese characters in the upper two corners and in Arabic figures on the right and left-hand sides. The whole issue consists of 16 denominations, of which the cent denominations are invariably in one color, while the dollar denominations are black in the protrait and colored in the border design. 14 denominations were issued on February 21, 1941, while 2¢and emerald blue 8¢ were issued on April 21, 1941.
