Since the Customs Statistical Department in Shanghai was unable to surcharge 1¢ and 2¢ stamps in sufficient quantity to meet the increasing demand, an arrangement was made to give a part of the surcharging work to the Shanghai Commercial Press. The characters overprinted on the Dragon design London Print stamps are also of the Sung style. Because the last character 〝國〞( Kuo) is abnormally large, it is known as the 〝Large Kuo Character Overprint.〞
