Some 2nd Customs Dragon stamps, being returned from remote post offices, were received in Shanghai so late that the plate for making surcharges in small figures was discarded. Consequently, those stamps were surcharged together with Dowager commemoratives in big figures and narrow interval, now commonly known as 〝Small Dragon Issue Surcharged in Large Figure.〞
